PRESIDENT’S MESSAGE

Greetings and thank you for allowing me to serve as your President! The past year has been an experience I will always remember fondly. The Association is full of talented people. The diverse talents of our leadership team have allowed us to accomplish many of our goals for the year. Partnership development, health advocacy, and membership growth and development have been anchors as we steered this ship. We have completed some projects, enhanced existing initiatives, and embarked on new ones in partnership. Some accomplishments for the past year include:

Ø    continued planning with the CDC Prevention Research Centers on bringing health promotion research to practice in our communities;

Ø   approved two options for our voting membership (single voting member and voting member and four associates);

Ø    provided registration support and co-sponsored the first collaborative conference organized under the new Coordinating Center for Health Promotion (2006 National Health Promotion Conference). We will have a similar role with the 2007 National Prevention and Health Promotion Summit in November;

Ø     established an audit committee to review financial records and make recommendations to improve our financial policies and procedures. We also developed a DHPE employee performance appraisal tool;

Ø     released the Health Policy and Environmental Change Competencies. These specialized competencies will be a valuable resource once curriculum training and dissemination plans are finalized;

Ø    conducted several successful meetings (Capitol Hill Visits with Cornerstone Government Affairs, DHPE/CDC Program Review Meeting and the Strategic Planning Meeting).  Provided partnership support for the 2007 Health Education Advocacy Summit;

Ø    released the “DHPE School Employee Wellness Guide” to rave reviews. DHPE is the first recipient of the Dr. Lloyd J. Kolbe Leadership Award for Coordinated School Health! The award was bestowed on April 24, 2007 at the annual CDC School Partners Conference. Special thanks to the School Health Workgroup and Sara Bowie for making this vision a reality; and

Ø    continued progress with the Minority Health Internship Program, Worksite Wellness Project, Physical Activity Collaborative, Arthritis Project, Health Policy and Environmental Change and PHELI (National Public Health Education Leadership Institute). We are fortunate to be able to offer this valuable institute for another year.

DHPE has updated its organizational plans for the year and we are pursuing several options for funding diversification. DHPE will move into our new headquarters in the next couple of months. We will be co-located with Partnership for Prevention. This is an opportunity that we plan to maximize.   Our national conference is just a few weeks away. The conference will be held June 7-9, 2007 in Seattle, Washington.  I am so excited. You will be impressed with this stellar program and all that is planned for you.

You may have heard the quote from Sir Winston Churchill “We make a living by what we get, we make a life by what we give”. The quote resonates with me because I received so much more from DHPE while giving. I have grown both personally and professionally. I had the opportunity to work with some incredible people, unwavering in their passion and support for health promotion and public health education.  Thanks to President-Elect Jayne Andreen and Past Presidents, Donna Nichols, Neil Hann and Jim McVay for all of their support and assistance. The above organizational accomplishments are possible because of an exceptional staff, board and committee and workgroup chairs. I am grateful for their tremendous contributions.

Please consider how you can contribute. The power and potential of DHPE is so great.  As always, thank you for all that you do at the state level to promote and enhance the professional practice of health promotion and public health education!

Sincerely,

Lavell R. Thornton

LEGISLATIVE UPDATE

110th CONGRESSIONAL UPDATE

May 2007

Fiscal Year (FY) 2008 Budget Resolution

Before Easter, the House and Senate passed their FY 2008 budget resolutions.  The House resolution exceeds the amount Bush requested for discretionary spending by more than $24 billion and exceeds the amount of the Senate version by about $7 billion.  Both budget resolutions called for about $2.9 trillion in spending next year with some differences regarding how tax increases or spending reductions would be used to afford it.  The differences between the two bills are currently being resolved in Conference.

The budget resolution establishes the total spending available for the 12 appropriations bills, and provides general, non-binding guidance on how that spending should be allocated.  It is the decision of the chairman of the appropriations committee, Senator Byrd (WV) and Congressman Obey (WI), to divide up the total spending among the various appropriations subcommittees.  Read more
