PRESIDENT'S MESSAGE

 

Welcome to the inaugural issue of “The Voice,” an on-line bulletin from the Directors of Health Promotion and Education (DHPE)!  

 

The Voice is a new initiative to better communicate information on issues and events related to our profession and the field of health promotion and education.  It is truly focused on you, as a practitioner in the field, and intended to become a forum for informational reports, newly released programs and products, conference news, statewide issues, announcements, and yes, even breaking news.  You are receiving this newsletter because you are a member, a friend and a supporter of DHPE.

 

I encourage you to read this inaugural issue and of course, future issues of The Voice.  Importantly, I look forward to your active participation in the submission of bulletin content in order to ensure the quality, usefulness, and timeliness of each issue.  This is your opportunity to take advantage of your membership at DHPE; to contribute to the advancement of the profession as well as to share “what’s happening” in your states   I assure you that The Voice is primarily focused on “everything useful” to you as a professional.

LEGISLATIVE UPDATE

 

DHPE HIGHLIGHTS PRIORITIES   

In its strategic planning meeting, DHPE leadership listed the Top 3 legislative and advocacy efforts priorities:  (1). Nutrition and Physical Activity; (2). Behavioral Risk Factor Surveillance System; and (3). School Health.  DHPE works with Cornerstone Government Affairs (CGA), Washington-based government relations firm to represent DHPE legislative and advocacy issues.  With a reputable firm like CGA, DHPE members are assured that their legislative and advocacy concerns are adequately addressed,” commented Donna Nichols of Texas and Chair of DHPE’s Legislative Committee.  CGA Vice Presidents Mark Mioduski and Dana Stewart are DHPE legislative liaisons.  Visit CGA website at http://www.cgagroup.com/

 

WHAT’S THE STATUS OF THE PREVENTIVE HEALTH AND HEALTH SERVICES BLOCK GRANT (PHHSBG)?
President Bush proposed the elimination of PHHSBG from the 2006 federal budget, which could leave states with serious problems in their delivery of public health services and face elimination of critical public health services in local communities.  PHHBSG is administered by CDC in states with little or grossly insufficient federal funding for public health services.  The Executive Summary: Impact of Elimination of the Preventive Health and Health Services Block Grant on Delivery of Public Health Services examines the result of its elimination.  Also, an Aggregate Impact Statement offers more details relating to impact on each state's programs area. Click here to access statement.

 

UPDATE: In June, 2005, the House Labor, Health and Human Services and Education Committee set aside a $100 million funding provision for PHHSBG.   The funding figure remained the same during the Senate markup. FEDERAL LOBBYING AND THE LAW: A PRIMER FOR STATE AND LOCAL PUBLIC HEALTH WORKERS
DHPE commissioned Cornerstone Government Affairs to research and clarify federal rules impacting the ability of state health agency employees’ to interact with Federal representatives and officials.  This publication is available online. DHPE leadership urges members to use this document and the executive summary to assure that your state health agency continues to develop an emphasis on advocating for effective public health policies.

 

DHPE LEGISLATIVE COMMITTEE LISTS ACCOMPLISHMENTS
DHPE Legislative Committee outlined its accomplishments for the year 2004-2005 and its future issues during its annual meeting in Minneapolis. Working with Cornerstone Government Affairs (CGA) and with other partners, DHPE has put legislative and advocacy issues at the forefront. The Committee monitors and reviews legislation on public health and it advocates strongly on health promotion and education issues. Kudos to Chairperson Donna Nichols, Committee members and the Cornerstone Government Affairs group!

NEW DHPE OFFICERS INSTALLED

DHPE announced its new slate of officers for 2005-2006 at its annual conference last May 2005.  Jim McVay (Alabama) was elected President.  Rounding out the officers were President-elect Lavell Thornton (South Carolina), Immediate Past President Fred Breukelman (Delaware), Vice President Victor Sutton (Mississippi), Secretary Ann Kelsey Thacher (Rhode Island), and Treasurer Thomas Sims (West Virginia).  Members-at-large include Margaret Tate (Arizona), Barbara Alberson (California), Nancy Berger (Connecticut), L. Kaili McCray (Idaho), Joan Stine (Maryland), Diane Hargrove-Roberson (Louisiana), Mary Bobbitt-Cooke (North Carolina) and Neil Hann (Oklahoma).   

 

THORNTON AND McCRAY OFF TO AUSTRIA

DHPE President-elect Lavell R. Thornton (South Carolina) and Member-at-large L. Kaili McCray (Idaho) were recently selected to attend “Evidence-Based Public Health: A Course in Chronic Disease Prevention,” in Schruns, Austria.  The course, which is the first implementation of an integrated approach to non-communicable disease prevention, is a joint collaboration between European countries and the U.S. It is sponsored by CDC, DHPE and Saint Louis University and will be held on September 26-29, 2005

 

BY-LAWS AMENDED

In a majority vote, DHPE voting members approved amendments to the By-laws last month.  The new by-laws now allow associate members to serve in up to two positions in the eight members-at-large category of DHPE Board of Directors.  Also the President, with approval from Executive Committee, can consider appointing an Associate member as a chairperson of standing committees. “This is good news for our associate members who have been very active and participate in many of DHPE programs and activities,” commented DHPE Program Director Mariela Alarcon-Yohe.  

CALL FOR ABSTRACTS

The conference planning committee is accepting abstracts for the 24th National  Conference on Health Promotion and Education - "Advancing the National Health Promotion and Education Agenda Through Effective Policies and Practice" to be held in Washington, DC on May 23-26, 2006.  The conference themes are: developing a competent workforce; innovative approaches to health education and promotion practice; collaborating with non-traditional partners; economics of health promotion and education; and role of health promotion & education in public health policy and legislation.  Submissions run from August 15-September 30, 2005.  For more information, contact Bobby Rasulnia at bba9@cdc.gov or go to http:// www.dhpe.org

 

DHPE, CDD AND SSDHPER SPONSOR THE THIRD REGIONAL CSHP TRAINING PROGRAM

DHPE, along with CDD and SSDHPER (Society of State Directors of Health, Physical Education and Recreation) is sponsoring its third regional Coordinated School Health Program (CSHP) training, “School Health Programs: Achievement through Partnerships,” in  Minneapolis, MN, September 14-15, 2005.  Enrollment is full for this training; however, states can apply for the next regional training scheduled for March 29-30, 2006, in Tampa, Florida. INTERNSHIP PROGRAM – A PARTNERSHIP SUCCESS

The Internship Program for Students of Minority-Serving Institutions is a partnership between DHPE and the National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP) within the Centers for Disease Control and Prevention (CDC).  Created to further the academic and professional development of minority students through minority-serving institutions, it has placed over 123 students in state and local health departments and community-based organizations.  During the spring of 2005, the first 18 possible internship slots were selected from 150 applicants.  DHPE continues to receive funds to expand internship positions.  Recently, it received funding from the Division of Reproductive Health (CDC). DHPE RELEASES WHITE PAPER

Communicating the Effectiveness of Health Promotion to State-Level Decision Makers and Legislators,” is a white paper from DHPE dealing with the important issue of advocating effective ways of science-based health promotions interventions to state leadership. Developed by Marshall Kreuter, it was based on investigations conducted around the country.  We thank the participants to this project. 

 

SPOTLIGHT ON PHELI CYCLE VIII FELLOWS

Congratulations to PHELI Cycle VIII fellows! Dawn Gentsch, Iowa; Barbara Grice, South Carolina; Edena Meetze, South Carolina; Angela Mickalide, Maryland; Ann Novais, Rhode Island; Kathy Paras, Utah; Martha Pearson, Alaska and Barbara Smithson, Washington are this year’s fellows.  PHELI (Public Health Education Leadership Institute) is sponsored by DHPE and the Society for Public Health Education (SOPHE), in collaboration with CDC and Saint Louis University School of Public Health. HEALTHY CHILDREN LEARN BETTER

South Carolina Governor Mark Sanford recently signed into law, Act 102, the Student Health and Fitness Act of 2005.  It establishes physical education and nutritional standards in elementary schools; and provides assessment of physical education and health education programs at intervals in K-12 schools.  The law also establishes a district school health improvement team to develop a wellness policy for improving nutrition and physical activity of students, faculty, and staff. Public health organizations, along with public and private entities were active advocates of this legislation.  “Working together can make a big difference,” commented Lavell R. REPORT ON RACIAL AND ETHNIC HEALTH DISPARITIES

The Office of Health Disparities in the Colorado Department of Public Health released a new report, “Racial and Ethnic Health Disparities in Colorado 2005.”  The causes of health disparities among racial and ethnic groups are varied and complex in nature. PICK THE GOOD STUFF... HEALTHY SNACKS HELP YOU LIVE LONGER!”

NGA CREATES HEALTHY AMERICA TASK FORCE

COUNCIL OF STATE GOVERNMENTS SPONSORS SUMMIT

The Council of State Governments convened “Trends Summit on Obesity” in July 2005 for state legislators on health and economic burdens of overweight and obesity epidemic.Click here for more information and a list of attendees. NEW REPORT ON CHRONIC DISEASE EXPENDITURES
